What are SAP schools?
Established over forty years ago, Special Assistance Plan (SAP) schools are a distinctive group of secondary schools in Singapore, dedicated to nurturing bilingualism and biculturalism in students through a rich Chinese-language and cultural curriculum.
How did SAP schools come about? Is it still relevant?
SAP was started in a bid to increase the enrolment in Chinese-medium schools in Singapore which was closing due to falling enrolment. The initial objective of setting up SAP schools is part of an elite educational framework aimed at maintaining a core group of Chinese-educated elites. These schools provide instruction in both English and Chinese at the first-language level, helping to balance the two groups in Singapore: the predominantly English-educated Chinese and those with a stronger Chinese-language education. SAP schools have now evolved to play a pivotal role in nurturing bi-literate and bi-cultural talent. Since 2013, China has been Singapore’s largest trading partner, likewise, Singapore has been one of China’s largest foreign investors.
What is so unique about SAP schools?
SAP schools offers your child a deeper immersion in Chinese Culture and school programmes are often align to encourage bi-culturalism. The objectives of SAP schools are to ensure their students are equipped with the skills, attributes, and awareness needed to be active citizens in a diverse, multi-racial, and multi-cultural society. For instance, all SAP schools offer or will soon offer Conversational Malay programs to help students communicate with Malay-speaking peers. In primary schools like Nan Hua and Nanyang Primary, Primary 3 students learn conversational Malay as part of their curriculum.
At the secondary school level, SAP students receive an additional $300 per year in funding to enhance their proficiency and interest in Chinese language and culture. Schools like Nan Hua High offer specialised programmes such as the SAP @ Nan Hua: Chinese Culture and Bicultural Studies program. For example, the Appreciation of Chinese Culture (ACC) program is part of this initiative. In the lower secondary years, students participate in a two-year programme where they learn about Chinese culture through the school’s own curriculum. Each week, students have one 55-minute lesson focused on different aspects of Chinese cultural knowledge.
Students engage in hands-on activities like Chinese calligraphy and painting in Sec 1, and clay sculpture and seal engraving in Sec 2. There are also learning journeys that allow students to explore cultural experiences, such as visiting tea houses to learn about Chinese tea culture or attending Chinese contemporary drama performances.
